Do the policies, regulations, and laws support, block, or ignore the known needs to achieve the public health goals of those living with or at risk of HIV, STDs, or Hepatitis?  can provide a policy analysis of all state and local rules and document all funder-required operating procedures to assess any needed changes in state regulations / laws that may be necessary to maximize effectiveness of prevention, care, and treatment programs. The analysis will identify and point to specific areas where change could relieve systems of barriers from meeting the desired outcomes.
