What do leading stakeholders within research, service provision, and advocacy believe are the key national, regional, or local issues within a given disease state?  An advisory board report may be helpful on its own, but could also be designed to have the additional outcome that creates opportunities for collective creative development of new tools to address identified needs. This approach supports the group interaction and develops open opportunities for creative outcomes. These types of efforts could, and perhaps should, feed a national HIV/AIDS strategy or plan currently being considered in the United States.  is uniquely ready to work on an episodic or long-term (preferred) basis in order to support efforts from these stakeholders to be actionable items to avoid group stagnation.
