The reason so many agencies think immediately negatively of a strategic plan, or the planning process, is because the process of planning is only the first step in governing and steering an agency forward. Like a blueprint for a house, the blueprint is meaningless without a contractor who can build the design. The history of most consultant-based strategic planning has left the incorporation of the day-to-day plan to achieve the strategic plan out of the picture. The planning process is vital for involvement and understanding from top to bottom within an agency. It is also not complete unless there is a way to make step-by-step outlines of who will do what by when to meet the vision of the plan. This is a strategic management plan of the Board’s vision. Nonprofit entities cannot typically afford to support and implement a dedicated planning function; consultant’s can help re-design management structures to include the implementation of plans after their development.
